"Analysis" of Japanese Circular PSE certification standard for LED lamps and bulbs

Japan has become one of China's important overseas led markets. However, the Japanese market is not as good as Chinese enterprises think. The standard for LED lighting products to be exported to Japan is another threshold after the well-known led patents. On July 1st, 2011, the Ministry of economy, trade and industry of Japan issued the decree on amending some contents of the implementation order of the electrical supplies safety law. According to the decree, LED bulbs and LED lamps sold in the Japanese market must be affixed with circular PSE signs from July 1st, 2012. Focusing on this technical trade barrier, this paper gives the scope of application, test basis and main contents of standards of regulated LED bulbs and LED lamps, and gives countermeasures, in order to provide guidance for the export of domestic LED bulbs and LED lamps to Japan

I. Introduction to PSE

pse is called product safety of electrical appliance materials in English, which is called "suitability inspection" in Japan. It is a compulsory market access system for electrical supplies in Japan. Japan's "Safety Law on electrical supplies" divides electrical supplies into "specific electrical supplies" and "non-specific electrical supplies". Products belonging to the "specific electrical supplies" catalogue must be certified by a third-party certification body authorized by the Ministry of economy, industry and industry of Japan, obtain a certification certificate, and stick a diamond PSE mark before they are allowed to circulate in the Japanese market (in China, it is usually called diamond PSE certification); Products in the catalogue of "non-specific electrical products" must undergo self-test and self declaration before being sold in the Japanese market. After confirming that they meet the technical benchmark of Japanese electrical products, and adding the circular PSE mark, they can be circulated in the Japanese market (in China, it is usually called the circular PSE certification)

II. The main lighting products included in the control scope

now a total of 457 products have been included in the control scope of the electrical supplies safety law, including 116 kinds of "specific electrical supplies" in 10 categories, and 15 kinds of lighting products in 3 categories (lamp holders in the wiring appliance category, ballasts in the transformer ballast category, and LED control devices in the DC power supply device category); There are 341 kinds of "non-specific electrical products" in 12 categories, and 27 kinds of lighting products in 3 categories (lamp guide rails in the wiring appliance category, ballasts in the transformer ballast category, light sources and light sources in the light source application machinery appliance category), including the new regulated products LED bulbs and led lamps on July 1, 2014 (July 1, 2012)

III. LED bulbs, which can reduce the aircraft assembly process and reduce the manufacturing cost, the scope of application of LED lamps

according to Article 9 of Schedule II of the implementation order of the electrical supplies safety law, the following LED bulbs and LED lamps become the objects of control (implemented from July 1, 2012): LED bulbs with rated voltage of 100V ~ 300V, 50Hz, 60Hz, rated power of 1W and above, and with a metal lamp cap; LED lamps with rated voltage of 100V ~ 300V, 50Hz, 60Hz and rated power of 1W and above (except explosion-proof lamps); In order to more clearly define the scope of application of LED bulbs and LED lamps, the interpretation of the scope of electrical appliances (implemented from April 2, 2012) gives the following supplements:

d bulbs:

bulb LED lamps for general lighting specified in JIS C 8156 (2011), as well as similar bulb LED lamps. That is, the self ballasting LED lamp with rated power below 60W, rated voltage greater than 50V and less than or equal to 250V applicable to Standard JIS C 8156, which uses E-shaped (including E11, e12/e15, e14/e20, e17/e20, e26/e25), B-shaped (b22d) or GX53 lamp cap, belongs to the control object. Those that are not within the scope of JIS C 8156 (2011), but meet the following three conditions at the same time, also belong to the control object at this stage:

(1) the shape of the bulb is spherical

(2) used as general lighting in families or similar occasions

(3) the lamp cap conforms to JIS C 7709

2. The following are not the regulated objects of LED bulbs:

(1) DC power supply, and there is no internal ac/dc conversion circuit, and the brand popularity is further expanded

(2) the shape of the lamp is long strip or ring (reason: non spherical)

(3) E39 lamp cap (reason: this kind of lamp cap is not used in families or similar occasions)

(4) the lamp cap is an appliance (PIN) type (reason: the lamp cap does not comply with the provisions of JIS C 7709)

(5) the rated power is less than 1 watt (reason: it is not within the power range specified in the implementation order)

(6) Christmas tree lights are classified as "decorative lamps" and are not within the control range of LED bulbs

3. The following are not the regulated objects of LED lamps:

(1) products that are not parts of general electrical supplies and are not connected with them (except the first item of the first paragraph of Article 2 of the law)

(2) the biggest highlight of this model, which is easy to disassemble, is the new golden color model connector. (in the interpretation of the scope of electrical appliances, etc., the ac/dc conversion device used in LED lamps is the LED control device in the "DC power supply device", which is the directory range of diamond PSE; the LED module matched with the LED control device (light source part), which is used in non AC circuits and does not belong to the controlled object)

(3) products that have been included in the control object (such as table lamps, advertising lamps, etc.), even if they use LED light sources, are still included in the control scope of table lamps and advertising lamps, rather than LED lamps

(4) although it is a product within the controlled object, it cannot be sold due to its violation of technical standards (for example, appliances equipped with E27 lamp caps violate item 1 (2) of the eighth schedule, etc.)

the safety and electromagnetic compatibility standards for the regulated LED bulb, LED lamp and circular PSE test are shown in Table 1. From table 1, it can be seen that there is only one provincial order (Japanese local standard in all Japanese), and the coordinated standards of the two Provincial orders have not been issued, so the IEC standards related to LED are not accepted by the electrical supplies safety law. From July 1st, 2012, the most feasible and cost-effective method is to manufacture LED bulbs and LED lamps according to the technical benchmark of item 1 of the Japanese provincial decree

is a special requirement for LED bulbs. On the basis of general requirements, it mainly adds:

(1) the live parts of the lamp cap must be copper or copper alloy

(2) the size of lamp cap must meet the requirements of Standard JIS C

(3) the total installed capacity exceeds 0.1 μ F. the structure of the LED bulb of the capacitor shall be such that the voltage between live parts of different polarity shall not exceed 45V after disconnecting the power supply for 1 second under the rated voltage

(4) the light output shall not be flickering

(5) the design and structure should be able to ensure that there will be no smoke, fire and other hazards during normal use

(6) requirements for mechanical strength (torque resistance) of lamp cap

provincial decree 1 item of electrical supplies, technical standard, fixed the 8th 2 (86 の 7 の 2) of the first item of provincial decree, which is the special requirement of LED lamps. It mainly adds:

(1) outdoor LED lamps must be waterproof structure

(2) the structure of LED lamp shade and shell shall ensure that insects, dust, etc. cannot easily enter the interior of the lamp

(3) the adjustable device of the lamp shall have limit, stop and anti loosening devices

(4) for LED lamps with pull switch, the requirements of structure and insulation distance are put forward

(5) for fragile parts, the structural requirements are put forward

(6) put forward requirements for the wire diameter and specification of the power line of outdoor LED lamps

(7) mechanical strength requirements and tests

(8) the light output shall not be flickering

(9) the design and structure should be able to ensure that there will be no smoke, fire and other hazards during normal use

(10) insulation requirements and tests of LED lamps

(11) requirements for normal temperature rise test of LED lamps

(12) requirements for thermal deformation and thermal shock resistance of LED lamps
